ARNOLD, Circuit Judge. Chesterfield Development Corporation appeals from the District Court's1 dismissal of its lawsuit brought under 42 U.S.C. § 1983 for failure to state a claim. The Corporation claims the City of Chesterfield, its mayor, and its City Council members violated the Corporation's substantive-due-process rights by enforcing an invalid zoning plan and ordinance against it. We affirm.
